what is GRANT ALL statement from assignment 9 Step 20?

I am still trying to do an assignment from Module 9. I am trying to connect from sqoop into the Cloudera VM. After much lost time I figured out I must use cloudera-quickstart-vm-4.4.0-1. I am following the instructions from a PDF in the LMS for module 9 entitled Module9Sqoop_MySQLToHDFS.pdf. On page 20 there is a step 20 about invoking a GRANT ALL to the Squoop, but unfortuantely the document is mangled at this point. I am trying to learn Squoop and I am not an experienced MySQL database administrator, so it is quite difficult for me to simply go on the internet and try and figure this out on my own. I am not clear whether the user will be named 'cloudera' or 'squoop' or something else that I select. I am not clear whether this command will set up an account and password at this time. I am not clear whether this command defines the password that will be used when sqoop tries to access. For all of these reasons it would be extremely helpful if someone could give explicit statement of the command line what the GRANT ALL command is. Without using shortcuts like '%' or 'your password'. It is because I am not an experienced MySQL database administrator that it is difficult for me to figure this out. The IP address for the cloudera-quickstarm-vm-0.4.4.0-1 on my machine is 192.168.248.128

GRANT ALL PRIVILEGES ON * . * TO 'cloudera'@'192.168.248.128';
FLUSH PRIVILEGES;
