The terminal emulator is a application provides text-based access to the operating system. 

Client is a piece of computer hardware or software that accesses a service made available by a server.

If you refering to AWS (Assumption based on your recent query):

Putty you use is SSH client, that connects with SSH server installed on Cloud machines. SSH also uses the same text-based command terminal.
