Depreciation refers to two aspects of the same concept:
the decrease in value of assets, and
the allocation of the cost of assets to periods in which the assets are used. Hence it is an operating expense since the expenses are related to the core operations of the company

Yes, interest is a non-operating expense. It does indeed appear after the total operating expenses.
