If you are using Scipting in terminal then
Win Key + R --> CMD --> Enter the command --> cd C:\Python27\Scripts-->pip install pandas
If you using Anaconda then these libraries are already pre-installed.

I FOLLOW your screen print. Now I am getting access is denied. See the screen print. After run the command how do I get pasdas lib.

After download Anaconda. I run the command. See screen print. I am getting error message.

Please correct the launcher spelling and run the command again:
Commands: cd C:\Python27\Scripts\
launcher.bat
Launcher window will appear and Select the "launch" in front of IPython Notebook.
It will open browser and run Ipython.
OR
You can goto window search option and type:Ipython Notebook. From the suggestion given, select the option-->"IPython (Py 2.7) Notebook"
